One of the biggest private foster care contractors in Kansas says it’s had to spend millions of dollars on psychiatric care for some of the most troubled children in the system. K-V-C Kansas says Medicaid refused to pay for the treatment of 414 children because they did not immediately threaten to hurt themselves or other people.
